What's happening?
In December 2023, the Government announced its intention to disestablish the national organisation New Zealand Institute of Skills and Technology (formerly Te Pūkenga). It wishes to return vocational education and training to regionally autonomous institutions and industry-owned on-job training.
On 1 January 2026, 10 NZIST polytechnics and all work-based-learning organisations transitioned out of NZIST. The Government has since announced that the remaining four NZIST business divisions will exit NZIST on 1 January 2027, and NZIST will be disestablished in line with legislation passed in 2025.
NorthTec, Whitireia & WelTec, and Western Institute of Technology at Taranaki will operate as standalone polytechnics with support from the Federation of Polytechnics through shared services and resources to support their ongoing viability.
Tai Poutini Polytechnic operations will be transferred to the Open Polytechnic of New Zealand, still providing for campus-based programme delivery on the West Coast.
The Federation is a new arrangement that allows identified polytechnics to access shared services and resources. This will help reduce costs, supporting ongoing viability. The Tertiary Education Commission and MInistry of Education are working on the details and expect the Federation will be operational later in 2026.
The Government has committed funding to explore the relocation of NorthTec's Raumanga campus to a central location in Whangarei. This is to create a visible and accessible education presence with modern learning spaces, better transport links and connections to central facilities and employers.
While timing is to be determined, a business case is required. In the meantime, delivery of programmes is continuing as normal.
NZIST remains a legal entity up to March 2027 as it prepares the four remaining NZIST business divisions to exit NZIST on 1 January 2027. NZIST will be disestablished on or before 31 March 2027.
It is business as usual - you'll be able to complete your programme of study through your current provider. Support services and processes will also stay the same for you through 2026 and when your provider exits NZIST on 1 January 2027.
You can still enrol in courses , including courses that last more than one year. Whether you're a domestic or international learner, just talk with your provider for information or advice. This includes new learners wanting to participate in vocational education or training in 2027.

Qualifications
If you're graduating in 2026, your qualification would likely have co-branding with New Zealand Institute of Skills and Technology and the name of the institution with which you began your learning journey.
For those graduating during 2027, the institution you are studying with will award your qualification with their name.
All qualifications will be valid and recognised by employers.
